IRS Update

As more and more chilling facts come to light about the IRS's political targeting, I want to take the opportunity to share what I am doing to find answers for the taxpayers of southern Ohio. I find it unconscionable that IRS agents were targeting private citizens to suppress and delay the unrestrained exercise of free speech. Going forward, we must reaffirm that in our republic, nobody is above the law and everybody must be equal under the law.

Call for a Special Counsel


I, along with dozens of other Representatives, have asked Attorney General Eric Holder to appoint a Special Counsel to investigate any criminal wrongdoing within the IRS.

"The trust of the American people has been severely damaged. [...] The first step in restoring this trust is to appoint an unbiased Special Counsel to fully investigate this practice of targeting individuals and groups based on their political persuasion and prosecuting the perpetrators to the fullest extent of the law.  The person appointed to be special counsel must have a reputation for impartiality with impeccable credentials for following the facts wherever they lead without concern for politics."

Co-Sponsor H.R. 1950

I have joined fellow Ohio Representative Mike Turner to support the Taxpayer Nondiscrimination and Protection Act, ensuring that there are real consequences for IRS agents who clearly violate the law.

Currently, IRS employees who discriminate against taxpayers may be subject to termination. However that is at the discretion of their supervisors. 
H.R. 1950 would  increase the maximum penalty to a $5,000 fine, 5 years in prison, or both - which is the same maximum penalty for a member of the president's cabinet who directs an employee to take that sort of action.

Last week, I met with Justin Binik-Thomas, a 2nd District constituent who was singled out in an IRS list of 94 questions sent to a conservative group he had no relation with. We connected him with members and staff from the House Ways and Means Committee, and two committee members asked the IRS acting commissioner why Justin was singled out.

Update with Rep. Mike Kelly on Brain Thomas

Yesterday, Representative Mike Kelly and I joined the Brian Thomas show to discuss the latest developments in the House investigations. Rep. Kelly serves on the House Ways and Means Committee, one of the investigating committees, and you may have seen his questioning of the IRS Acting Director, which received standing applause. 


Share your story

Southwestern Ohio has been ground zero for many of the allegations that have come forward in recent days. I call on any of my constituents who have information that may help the House investigation, whether as an IRS employee in Cincinnati or a 501(c)(3) or 501(c)(4) applicant, to submit details to my office so that I can get it in the hands of the House investigators.

It is incredibly important that the Congress has complete and accurate information about what happened, who was involved, and how far up the chain of responsibility this goes. 
If you are either:
  1. an IRS employee and a resident of the Second District of Ohio who wishes to share specific information about the political targeting that has taken place, 
  2. a resident of the Second District of Ohio who has specific information about a 501(c)(3) or 501(c)(4) group that was targeted by the IRS for political reasons,
