Providing for consideration of the bill (H.R. 3877) to amend the Balanced Budget and Emergency Deficit Control Act of 1985, to establish a congressional budget for fiscal years 2020 and 2021, to temporarily suspend the debt limit, and for other purposes; providing for consideration of the bill (H.R. 549) to designate Venezuela under section 244 of the Immigration and Nationality Act to permit nationals of Venezuela to be eligible for temporary protected status under such section, and for other purposes; and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

Amendment requires the Government Accountability Office to submit a report to Congress on the economic and employment impacts of the four minimum wage increases in the bill to be prepared after the second wage increase and before the third wage increase. Also, the amendment requires Congress to assess the report's findings and to take any appropriate legislative action, including action to delay or otherwise modify the next scheduled wage increases.
Amendment establishes the Foreign Threat Response Center to provide comprehensive assessment of foreign efforts to influence United States' political processes and elections by the governments of Russia, Iran, North Korea, China, and any other foreign country the Director determines appropriate.
