FY2024 Community Project Funding Requests

Article I, sections 8 & 9 of the United States Constitution establish Congress's “power of the purse” — control of federal spending.

The requests represent projects from across Southern and Southwestern Ohio that would benefit Ohioans in the Second District. They have been long-standing community needs and were brought to my attention by members of our community — not Washington lobbyists.

When considering which projects would be submitted to the House Appropriations Committee, each Community Project Funding request was evaluated with the following criteria in mind:

  • The request originated locally from OH-02 communities;
  • The request was for demonstrated existing needs;
  • The request focused on improving health and/or safety;
  • The request was for infrastructure improvements that benefitted the entire community;
  • The requested federal funding was an appropriate use of federal taxpayer dollars;
  • The slate of chosen requests were geographically diverse to include all parts of the district;
  • The request demonstrated unified community support; and
  • The request could meet requirements set forth by the House Appropriations Committee.

Below are the following Community Project Funding requests that I submitted for the Fiscal Year 2024 appropriations process. I have listed them alphabetically in the interest of transparency and to certify that I have no personal financial interest in any of them.

Beaver Creek Road Sanitary Sewer Extension

  • Location: Pike County
  • Funding Recipient: Pike County Board of Commissioners

  • Description: This project will provide sanitary sewer service to a currently residential area that is expected to have commercial development in the near future. Gravity sewer along and a pump station will be constructed to connect the sewer extension to the existing sewer system nearby. This will allow the area to support additional residential and commercial growth. ($3,000,000)

Chesapeake Riverfront/1st Street Safe Route Project

  • Location: Lawrence County
  • Funding Recipient: Lawrence County Port Authority
  • Recipient Address: 216 Collins Ave, South Point, Ohio 45680
  • Description: This project will provide lower income and disadvantaged residents of the Chesapeake community with safe passage via safe walking and biking trails that connect the residential neighborhood to employment, health care, and essential services near those residents. This is a valuable use of taxpayer funds because the Village of Chesapeake is a residential community made up of numerous low and moderate income family and elderly households. Many of those households do not have vehicles and are dependent upon walking to and from critical services in the Village. Portions of the City, the area targeted by this request, do not have a fully developed sidewalk or trail system, therefore leaving many residents walking within and along roadways, alleys, etc. This project will increase safety and help spur redevelopment in the village. City of Circleville Sewer Project

  • Location: Pickaway County
  • Funding Recipient: City of Circleville
  • Recipient Address: 104 E. Franklin St, Circleville, OH 43113
  • Description: The project will extend sewer service to 34 homes and businesses in the City of Circleville, as well as five homes and a church outside of the city limits. Currently, such service does not exist and without it, sewage can enter streams and waterways and create public health risks. This project will address those public health risks by providing safe and reliable sanitary service to these remaining unserved homes and businesses. ($2,000,000)

Davids Drive Reconstruction Phase 3 Project

  • Location: Clinton County
  • Funding Recipient: City of Wilmington, Ohio
  • Recipient Address: 68 North South Street, Wilmington, Ohio 45177
  • Description: The project will reconstruct 1.1 miles of Davids Drive beginning at Rombach Avenue (US 22/SR 3) and proceeding southwest for 1.1 miles to 0.15 miles east of Fife Avenue. This project is a priority because it is the City's #1 paving problem area. All attempts at placing band-aids (patches, crack sealing, etc.) have not lasted because the roadway is deteriorating so quickly. Periodic patching has taken place over the last several years, but no major resurfacing or reconstruction has taken place in at least the last ten (10) plus years. This project benefits the community because Davids Drive provides access to many critical businesses and services including Clinton County's administrative building and Sheriff's Office. Additionally, this infrastructure is key to the city’s economic engine in and around the Wilmington Air Park, with heavy truck traffic (25% of all vehicles) also utilizing Davids Drive. ($1,000,000)

Gallia County Fair Relocation Project

  • Location: Gallia County
  • Funding Recipient: Gallia County Agricultural Society
  • Recipient Address: 189 Jackson Pike, Gallipolis, Ohio 45631
  • Description: The Gallia County Fairgrounds is currently in the floodplain. Moving to a new property (which is already owned by the Gallia County Agricultural Society) will allow for the safety of all participants. The society has already begun the process of relocating, with a horse barn (built and donated by a community business) and an undercover arena already constructed. With community project funding, the society would be able to construct a multiuse building which would allow all projects to be moved to the new site. This project will bring additional resources and attractions to the southern Ohio region with trade shows, expositions, educational activities, and the ability for community members and businesses to rent the facilities for activities. ($3,200,000)

Germany Road Relocation Project

  • Location: Pike County
  • Funding Recipient: Pike County Board of Commissioners
  • Recipient Address: 502 Pike Street, Waverly, Ohio 45690
  • Description: This project would reroute a portion of Germany Road, County Road No. 66, Pike County, Ohio, to avoid the need to travel through a narrow one lane railroad underpass with only 10'-9" of vertical clearance. This would improve business and commerce opportunities in the area and would increase safety for motorists in the eastern part of Pike County, Ohio. ($400,000)

    Marietta Road Lift Station Renewal

    • Location: Ross County
    • Funding Recipient: City of Chillicothe
    • Recipient Address: 35 S. Paint Street, Chillicothe, Ohio 45601
    • Description: The Marietta Road Lift Station is owned and operated by the City of Chillicothe. Replacement of the lift station is one of the highest priorities for the City of Chillicothe due to a lack of backup power and ongoing issues with hydrogen sulfide corrosion in the wet well. The lift station was erected in 1972 and must be replaced as it is reaching the end of its useful life. This lift station pumps approximately 20-25% of Chillicothe's wastewater and serves the community’s business corridor. Replacement of the lift station would serve the community’s needs and support future economic development in the area by expanding capacity for new businesses to move into Chillicothe. ($2,800,000)

    OH-32 & Herold Road Improvements Project

    • Location: Clermont County
    • Funding Recipient: Clermont County Department of Community and Economic Development
    • Recipient Address: 2460 Herold Road, Batavia, Ohio 45103
    • Description: This project will convert a full access intersection to a right-in/right-out limited access intersection which will eliminate the Herold Road cross traffic and left turns. This intersection has had a growing number of accidents over the last three years (12 in 2020 to 19 in 2022). During the 2019-March 2023 timeframe a total of 51 accidents occurred in the area, one of those involving a fatality and 11 others with injuries. This project would be a valuable use of taxpayer funds by eliminating this dangerous intersection and increasing safety for motorists, while laying the foundation for future growth in the area. ($400,000)

    Pickaway County U.S. 23 & St. Rt. 762 Interchange Project

    • Location: Pickaway County
    • Funding Recipient: Pickaway County Transportation Improvement District
    • Recipient Address: 121 West Franklin Street, Circleville, Ohio 43113
    • Description: Pickaway County has experienced exponential growth in large-scale industrial development with the addition of millions of square feet and thousands of jobs connected to the Rickenbacker Intermodal. Industrial traffic is flowing on State Route 762 to get to U.S. 23 to connect to the interstate highway system. The current State Route 762 at U.S. 23 is overwhelmed with 30,000 vehicles per day driven by industrial growth. This increased traffic is the cause of significant increases in traffic congestion and safety issues. In December of 2022 the intersection was the location of an accident, which resulted in a fatality. By constructing a full interchange at the intersection of US 23 and SR 762, industrial traffic will be able to safely navigate this intersection. ($5,000,000)

    Portsmouth, OH Safety and Streetscape Improvements Project

    • Location: Scioto County
    • Funding Recipient: City of Portsmouth
    • Recipient Address: 728 Second Street Room 1, Portsmouth, Ohio 45662
    • Description: The funding would be used for a number of roadway safety improvements in downtown Portsmouth, Ohio that will increase pedestrian safety including removing the 2nd Street to Gay Street slip ramp, which commercial trucks are using to travel north across the Ohio River through Portsmouth, as well as improvements to the highly trafficked and dangerous 4th Street and Gay Street intersection to improve pedestrian safety and reduce car accidents. The project is an appropriate use of taxpayer funds because the project will create a cohesive gateway into Shawnee State's campus with several street updates and safety features to encourage an open and safe connection between Portsmouth and the university. The roadway updates and safety enhancements in this project will increase pedestrian safety in downtown Portsmouth, divert commercial truck traffic away from the campus area, and catalyze new economic development in the area. ($3,200,000)

    Transitional Housing - City of Chillicothe Project

    • Location: Ross County
    • Funding Recipient: City of Chillicothe
    • Recipient Address: 35 S. Paint Street, Chillicothe, Ohio 45601
    • Description: Funding for this project will be used to bring additional housing units to the Chillicothe community that will be used as transitional housing. The project will utilize nine vacant lots, which previously housed blighted and vacant homes, to rebuild residential structures. The project is an appropriate use of taxpayer funds because it will help address the substantial housing crisis in the City of Chillicothe. Safe, affordable housing is an important social determinant of health and a key factor to helping low-income families and individuals lift themselves out of poverty. The Chillicothe Transitional Housing Project will provide specialized housing for low-income families and, by incorporating workforce development programs in the construction of the homes, will provide them with additional tools needed to succeed on the path to self-sufficiency.     Village of Pomeroy Water System Improvements

    • Location: Meigs County
    • Funding Recipient: Village of Pomeroy
    • Recipient Address: 660 East Main Street, Pomeroy, Ohio 45769
    • Description: This project will assist the Village of Pomeroy with their contaminated and aged water wells that also have issues with manganese and iron. This project will include drilling new water wells and corresponding equipment. The project also addresses failures in the water storage facilities to prevent a catastrophic loss of potable water storage and upgrades to the water treatment plant to replace old, outdated, and non-operational control valves. Completion of this project will allow the Village to eliminate several potential health threats associated with the wellfield and storage system. The Village of Pomeroy has waterline deterioration at various locations in the distribution system. This project will include the replacement of several thousand feet of failing water main as well as lead service lines.     YLA Cave Lake Center for Community Leadership

    • Location: Pike County
    • Funding Recipient: Ohio-West Virginia Youth Leadership Association

    • Project Address: 1132 Bell Hollow Rd, Latham, Ohio 45646
    • Description: This project will complete the kitchen food service area and dorm housing for forty-eight persons in YLA Cave Lake Center for Community Leadership Center’s first youth leadership program building. Already completed are the exterior, dining room/program area, two shower/restrooms, and a handicapped accessible restroom/shower. This project will provide programs and space that will meet the needs of the next generation of civic, community, and business leaders. The Cave Lake Center will have a major impact on the youth of Southern Ohio, providing experiential and hands-on learning opportunities focused on living a healthy, drug free lifestyle, team-building, community service, job-readiness skills, and civic leadership development. This facility will also be an economic boost for Pike County plus provide program and event space for schools, community groups, and others. ($550,000)
